Office Policy Manual

MISSION STATEMENT
The mission of the District Attorney’s Office is to fulfill our duty to seek justice for the residents of the Dublin Judicial Circuit through the fair, equitable, and ethical prosecution of those who commit crime in our communities. We serve the people with an enduring sense of duty rooted in diligence, endurance and the sincere desire to support and restore victims of crime, to protect the innocent, to convict the guilty, and to honor the constitutional and legal rights of all.
PURPOSE AND SCOPE
This policy manual is intended to provide guidance for District Attorney’s Office personnel. Whenever this manual refers to an "employee" that term includes all attorneys, non-attorneys, law clerks, volunteers and any other individual acting on behalf of the District Attorney's Office. This manual should be used in conjunction with direction from DA’s Office managers and supervisors along with all relevant supervisory, legal and ethical authorities. All employees, including attorneys, investigators, support staff, and victim advocates shall act with integrity and professionalism in all matters. All employees shall bear in mind the words of the United States Supreme Court in the case of Berger v. United States, 295 U.S. 78, 88 (1935): The prosecutor “is the representative not of any ordinary party to a controversy, but of a sovereignty whose obligation to govern impartially is as compelling as its obligation to govern at all; and whose interest, therefore, in a criminal prosecution is not that it shall win a case, but that justice shall be done. As such, he [or she] is in a peculiar and very definite sense the servant of the law, the two-fold aim of which is that guilt shall not escape, or innocence suffer.”
All rules and policies in this manual shall be construed so that “justice shall be done.”
